Do you remember those two maxims that your mother and father told you when you were young. Well apparently the City Administration did not learn that lesson. Memphis is doing a major amount of business with two firms that have major legal and ethical problems. One is ACS (Affiliated Computer Services) which handles the IT services for the City and many other services that the City does not want to be subject to open bids.
The other is the Linebarger law firm that has the contract to collect delinquent taxes. Read about these two firms in the article linked below.

Good catch on ACS. For those who may not be aware, ACS has had a practice of hounding former employees (even those who have not signed non-compete agreements) in an effort to prevent them from seeking gainful employment with any potential competitor. They've gone to the extent that they've had former employees watched by private investigators, have gone through the trash of those former employees, and have used their legal dept. to sue or threaten to sue former employees. Nice bunch, those ACS guys!

ACS is one of the worst companies when it comes to integrity. They have compromised thounsands of students's personal info.
